I'm having trouble download the PDFs

The best way to download any PDF is to RIGHT CLICK and choose "save link as". 

Then you will be given an option as to where to save this PDF, make sure you save it somewhere you're familiar with. (The desktop is always a great location)

You should see the file being downloaded and you will be able to access it right after it is downloaded to your computer.
